BB cream or tinted moisturizer are great for beginners, since they provide a bit of sheer coverage. They're pretty much impossible to apply incorrectly. Make up things to buy.
Concealer: use a tiny bit under your eyes after BB cream/tinted moisturizer. You can also apply some on any little areas that seem extra red.
Setting powder keeps everything in place. Try Revlon Photoready for a tighter budget, or if you're splurging, get a travel- or full-size Laura Mercier translucent setting powder. The mini ones come with tiny powder puffs that can be used to pat the powder onto your skin!
Blush is so, so beautiful. Get a nice color and tap a little of it onto your cheeks, blending back towards your ears. Gorgeous!
If you only wear one eye product, make it mascara. This makes your eyes pop without being too dramatic, and it's very easy to apply. Anyone can use mascara correctly! It barely takes practice.
Tinted lip balms are awesome. They give a nice natural flush without getting noticeably messy when they wear off.
If you want, you can try using a beauty sponge to dab BB cream/tinted moisturizer & concealer onto your face. Honestly, I just use my fingers to pat the products on.

Welcome to the makeup addiction!
First of all you should buy moisturizer that fit to your skin. Then foundation with shade 1 number above your skin colour, I recommend you Maybelline or Milani from drugstore class or NARS / Make Up Forever to have better result. after all you can also try Chanel or Guerlain for higher class.
For beginner, I advise you to use contouringkit press powder, not cream. Because this part is quite tricky for me as beginner. But if you want to buy contour kit, KatVon or Anastasia Beverly Hills are the best.
Concealer; from drugstore you can try Maybelline Age rewind. It has been reviewed by many beauty bloggers as a good choice. But I am using NARS and MAC. I dont recommend you to use PRO concealer because it always give cakey result. And also its ingredients isn’t really good for skin IMHO. You can also use creamy contouring kit as concealler.
Then blushon, Bourjois and NARS are good or Elf is the best cheaper one. but I am using the Balm and Benefit.

For eyeshadow palette you can try MAC, Make up forever, Naked or Lorac. Morphe is also good I think but never tried before. They have very pigmented colour and longlasting. I dont recommend you to try another brand because amateur or expert must need the pigmented one:) YSL is also very pigmented, but I dont think so with Dior. best eyeliner so far is benefit. I never try another else so I cant give you any review.
Powder; Ben Nye. Bare Minerals and NARS finishing powder are the best one for me. For compactpowder; Chanel, MAC and Estee Lauder are the best for me What else?
Primer? MAC or Porfessional from Benefit are mostly used by beauty blogger. From drugstore, you can use Maybelline Baby Skin.
Mascara? Maybelline is a must.
Eyebrow: Anastasia beverly hils is the best one. Highlighter: Anastasia Glow Kit or Elf baked hifhlighter. But I am using Mary Lou Manizer. I have small tips for highlighter ;) well actually highlighter isn’t a must have item for me because if you have shiny eyeshadow, you can apply it as highlighter. I still do that until now. Moreover, I have it from my local brand which is very cheap:)
You should have beauty blender or sponge from Real Technique. Use sponge every time you apply foundation or concealer. For brush, you better buy a beginner brush set from Real Technique or Sigma. Elf is also good.
Cleanser: I am using Bioderma. But if you have dry skin or sensitive skin I recommend you to use cleansing milk before washing your face with facial wash. Don’t forget to apply toner after all.
First of all, you should prepare your skin. Clean it with a micellar lotion or water, then moisturize it, use a moisturizer that fits you skin, then apply sunscreen (the SPF depends on where you live).
A bb cream is great to begin with, you can apply it with your hands, a beauty blender or a brush if you have them.
You can apply blush on the apple of the cheeks with a brush. I don’t think you’ll need a bronzer or highlighter for the moment.
Concerning the eyes, having a good eyeshadow base is important, so your eyeshadow doesn’t crease. Apply it with your finger. There are a lot of neutral palettes that aren’t expensive, you can check the juvia’s place palettes. Look for no make makeups of natural looks on youtube, there are a lot of tutorials. If you’re not into eyeshadows, an eyeliner and mascara should do the the trick.
Concerning the lips, a nude lipstick is good. There are a lot of nude lipsticks on the market, watch youtube videos for reviews (Stephanie Nicole is great for doing honest reviews)
I think that’s it, enjoy yourself!
This, honestly, will depend on what you want to wear. Some people prefer not to wear face makeup for a while or never. Some others don’t wear eye makeup. If I had to suggest some types of makeup that are good to wear if you’re just starting out they would be:
Most of the time you will want to stick to lighter color palettes when you’re first starting out. But again, it is totally up to you! The most important thing to remember is to help your skin maintain good health. Buying a face wash with good ingredients and moisturizer for your skin type will help you keep a youthful glow!
A lightweight foundation or a BB cream. Maybelline Fit Me! is well-reviewed and very comfortable, as is BB creams from Tarte, Dr. Jart+ or Missha.
A concealer. Maybelline concealers are decent, but some people swear by the NARS concealer.
Loose powder. You can’t go wrong with the RCMA No-Color Powder- otherwise Laura Mercier or Shiseido makes very good, fine-milled ones.
A neutral matte eye palette. I don’t know about drugstore options, but the most renowned is the Urban Decay Naked palettes. The Chocolate Bar palette I’d say is a must-have if you often wear eye make up- they are very neutral and versatile. Kat von D Shade + Light Eye Contour palette is a great option for very basic eyeshadow looks with browns, blacks and greys- wearable to almost everywhere.
Mascara. Maybelline mascaras are amazing- I don’t really find a big quality difference between drugstore and Sephora in this area.
Eyeliner. Jordana, Rimmel and Milani makes great ones in the drugstore. I think the best Sephora-tier eyeliner is the Kat von D Tattoo liner.
Lip balms are great enough, and tinted lip balms are awesome. I used Burts Bees tinted lip balms. I personally am a lipstick junkie, so I do splurge on lipsticks and liquid lipsticks. Nyx makes the famous Soft Matte Lip Color line, though they are dry and patchy. Bite Beauty, NARS and MAC makes bullet lipsticks in aaaalll shades of the rainbow. Buxom makes amazing glosses.
Many people’s holy grail are the Orgasm / Laguna blush-bronzer duo from NARS, the colors are very versatile and useable.
For more advanced contouring, a contour palette like Kat von D Shade + Light will give you all you need. I also love, love, love blushes from Tarte.
Cheap american makeup
And finally, get some tools to apply your makeup. I’d say the Real Techniques essentials set (buffing brush and eye brush if I’m not mistaken) and one BeautyBlender already gives you a really nice start. Believe it or not, tools make all the difference.
BB Cream or a lightweight foundation. Take a look at Maybelline’s BB cream and also Tarte’s CC cream.
Concealer - I love Tarte’s Shape Tape but Maybelline’s Fit Me concealer is a great drugstore option.
Setting Powder - ELF’s HD Translucent loose powder is great and really inexpensive at $6.
Lipstick - this is mostly personal preference. If you want to try a liquid lipstick, I recommend Milani’s Amore Matte line and Anastasia Beverly Hills. For regular lipstick, Milani is a good place to start and Kat Von D’s Studded Kiss lipsticks are also worth a look.
Contour - I would take a look at Colourpop’s contour sticks since they come in a good range of colors. They’re inexpensive, so that might be a good option if you’re trying to figure out the right tone/shade of contour.
Blush and Highlight - cannot recommend LORAC’s Buildable Blush and Light Source highlighters enough. Beautiful shades and pigmentation. I have a few of these and they’re my go-to blush and highlighters
Eyeshadow - the Covergirl Nakeds, Goldens and Roses palettes are all excellent drugstore options. Nice pigmentation, easy to blend and you get a nice variety of shades to experiment with. Also worth a look is shadows from Anastasia Beverly Hills. The formula on those is among the best I’ve tried. Very easy to worth with.
Eyeliner - liquid liner, I would recommend Jordana’s Fabuliner and Kat Von D’s Tattoo Liner. For more of a pencil liner, check out Colourpop’s liners or NYX Tres Jolie.
Mascara - Maybelline’s Rocket Express is great and so is L’oreal’s Voluminous.
